Brother has a Finger Fracture?

My brother fractured his finger thursday and the nurse wrapped up and told him to come back on June 14th. He looked at it today and it looked more discoloured (bluish purple). Is this normal. Why didn't they do something right away instead of waiting until June 14th. Is it safe to wait that long to fix a fracture? Also, he wrapped a bandage around it so he doesn't have to look at it, is that safe? He also used scotch tape instead of medical tape because the nurse said any tape is fine. Thanks.
