Why doesn't my cat want me to pet her?

It's a stray one but has been outside our house for like 5 years.She's a loud cat generally.A couple of minutes earlier i tried to pet her but she raised her paw to scratch me(probably).The thing is that whenever she sees me she gets happy(i can tell) but she just won't let me touch her.What can i do?
