Can I go blonde and still look ok?

I have bluish gray eyes ( they are a mix, I really can't say they're more one than the other) with medium colored brown hair. I've heard that skin tone helps, mine is kinda pale-tan. And I have acne. D: Also I've heard something about the color of your veins helping. Mine are kinda green. So yah. Help? Thanks! God bless. :)
