Is this cat a feral cat?

my neighbourhood is full of stray cats,a couple of them are fine and i know that they were once house cats,but there is one that may or may not be a feral cat, if i don't move she will come to me but if i move she gets scared and she'll move away,sometimes i can pet her but when i do i have to move my hand out very slowly or she'll run.is this a feral cat or is she just getting use to me?
